I took my Part 1 cognitive online portion elsewhere and have a certificate. Can I do just the Part 2 skills test component at ABIA?

Yes. Check your Part 1 certificate.  The certificate must have your name and this exact statement: “has successfully completed Part 1 of the Heartcode™ ACLS or BLS course.”  Next, call CSIHE at 330-572-1682 with your certificate number, schedule and pay for your Part 2 Skills Test.  Finally, remember to bring your Part 1 certificate and identification to the ABIA skills center with you on the testing day.
